Calls on the County to:

• Agree to study the “elephant in the room” -- zoning code rules on footprints, lot coverage maximums, setbacks

• Look at other jurisdiction examples (Vienna 25%, Bethesda rules for infill projects) that address the same elephant;

• Allow developers to earn stormwater credit for preserving trees in land disturbance projects, improve tree credits in stormwater utility fee;

• Don’t adopt any new policy without funding and directing credible enforcement (on all tree rules, such as State canopy replacement, zoning lot coverage, building footprint, and stormwater)
